长三角人才共享机制:问题与对策

摘    要:在长三角经济一体化进程中,构建区域人才共享机制构建已经提上议事日程。目前这一机制的构建存在认识、制度、操作等方面的问题。为此,我们应当结合针对性与操作性、现实性和前瞻性、统一性和差异性、眼前利益与长远利益、务实与务虚等原则,采取强化长三角各地高层尤其是组织人事部门之间的对话,建立交流和考察机制,拓展其他地区高级管理人才在上海的挂职锻炼与学习培训机制等措施,突破瓶颈性问题,切实推进人才共享机制的构建。

Abstract:Present problems of the talent-sharing mechanism in the Yangtze River Delta mainly appear in the follow-ing four aspects: understanding of the mechanism, its relevant system, its operation and others. To build the talent-sharing mechanism in the Yangtze River Delta, the principles which should be stuck to are fire combinations. The mea-sures should be taken are as follows: first, to further strengthen top-level dialogues, exchanges and investigations in regions of the Yangtze River Delta, particularly among the regional personnel divisions and organs; second, to continu-ously expand the mechanism that other parts of the Yangtze River Delta send senior executives to Shanghai for on-the-spot training and studying; third, to unremittingly promote the mechanism of cross-border coordination and combined action in terms of the talent system operative ways in the Yangtze River Delta; fourth, to focus on building the market allocation and control mechanisms for employment of talents, talent flow and talent cooperation in the Yangtze River Delta; last, to try to perfect the information-led mechanism for co-building talent-information resources, linkage of talent-net andt alent-information-sharing.
