城镇中低收入家庭住房保障政策失败探析

目前，我国城镇中低收入家庭住房保障政策总体上是失败的。一方面，政策制定失败：政策目标不合理；决策失效；政策表面化现象普遍。另一方面，政策执行失败。表现在：政策扩大化现象明显；政策替换现象严重；政策监控缺位；目标团体界定欠科学。改善的途径是：一、提高决策者的素质；二、改变经济适用房补贴方式，严格控制其面积；三、运用中央财政进行资金补贴，调动地方积极性；四、将执行此项政策纳入官员政绩考核；五、完善保障对象的进入机制。

On the Failure of the Housing Security Policy for Middle-low Income Families

At present, the Housing Security Policy for middle-low income families, on the whole, can be seen as a failure. On the one hand, the design of policies fails： unreasonable policy targets, ineffective decision-making; on the other hand, the execution of policies fail： enlarging coverage of the policy, serious replacements of policies, void monitoring of policies. To change the situations, one is to improve the quality of decision-makers, the second is to change the subsidy mode for economic apartments and control the floor area, the third is to arrange the subsidy from the Central Government, the fourth is to include this policy in official work evaluation, and the fifth is perfect the mechanism of ascertaining the targets.
