| 摘 要： | 在资源贫乏的岛国和传统的工业化发展模式中,日本为何能够创造出经济高速增长和经济与环境双赢的两个奇迹呢?其原因种种,但关键在于日本政府及时地进行了绿色宏观调控的结果.实践证明,通过绿色宏观调控,实现环境与经济的双向优化发展,完全可以解决经济与环境的对立,实现由环境换取增长到环境优化增长的转变,最终走向可持续发展的良性轨道.
