退田还湖对鄱阳湖区农民收入的影响研究

在1998年长江流域特大洪水实施退田还湖工程的基础上,利用湖区(10个县市)的资料,通过因退田还湖工程对农民收入增长的影响进行实证分析,揭示还湖工程对农民收入的影响作用,并探讨了农民收入增长缓慢的深层原因和实现农民增收的途径与政策。从近期来看,退田还湖在一定程度上对湖区农民收入造成影响,但长期来看,它已成为湖区防止洪涝和可持续发展最经济和可行的手段,也是促进湖区城乡建设和社会可持续发展的必然选择。针对湖区农民收入的现状提出了相关政策建议:探索综合开发利用湖区湿地资源新模式,加快湖区产业结构调整,非农就业的增加促进农民增收。

Effect of Returning Cropland to Lake on Farmers' Income

Based on the project of returning cropland to lake in the wake of the 1998 disastrous flood of Changjiang Estuary and information on the ten counties in the lake area,this paper makes a case study of the effect that the returning has on increasing farmers' income to find out the effect of similar projects on farmers' income and discusses the deeper reasons that prevents farmers' income from growing quickly and channels and policies that can be taken to increase farmers' income.It concludes that while currently,returning the cropland to lake may affect farmer's income,it will in the long run turn out to be the most economical and practical step as well as an inevitable choice to prevent floods and achieve sustainable development in the lake area.The paper ends with some policy suggestions on the reality of farmers' income in the lake area-exploring new comprehensive development modals to tap into the wetland resource in the area,accelerating the adjustment of industrial structure and increasing nonfarm payroll employment.
