何处可行:城市治理的创新边界研究

优化城市治理工作、破解多重城市治理难题，亟待地方政府的积极行动和不断创新。而审视城市治理的创新边界，不仅能够精准界定可行创新空间，也能避免城市治理创新行为的失控。以武汉城管采用“呼你撕”手段治理城市“牛皮癣”为例，既要分析创新举措的运作逻辑，也要正视其演变为“呼死你”的隐忧。一方面，武汉市将“城管被动处理”变为“当事人主动上门”，实现了“我要治理”到“要我治理”的转变；另一方面，“呼你撕”系统分类比较成熟，电话和短信提醒比例随当事人反应而调整，体现了武汉市对城市治理创新边界的高超拿捏。从中可知，各级政府既要敢于为创新城市治理提供机遇与平台，并创设必要的容错机制，增多城市治理创新的可能性；同时也要坚守城市治理的创新边界，绝不能逾越法律、制度以及技术红线，更不能损害社会公众的合法权益。

Where's Feasible: Research on the Innovative Boundary of Urban Governance

It is urgent for local governments to take active actions and keep innovating to optimize urban governance and solve multiple urban governance problems. Taking Wuhan City Administration's use of “Call you to tear” to manage urban “psoriasis” as an example, it is necessary to analyze the operational logic of innovation measures, and at the same time it must face up to its hidden danger of “killing you”. On the one hand, the city of Wuhan has changed“the passive treatment of urban management” into“the the parties concerned taking the initiative”, realizing the transformation of “I want to govern”to “Let me govern”. On the other hand, the system of “Calling you to tear” is relatively mature, the proportion of phone calls and SMS alerts is adjusted according to the response of the parties, which reflects Wuhan City Administration's excellent grasp of the innovation boundary of urban governance. It can be seen from the above that governments at all levels must dare to provide opportunities and platforms for the governance of innovation and cities should create necessary fault-tolerance mechanisms to increase the possibility of urban governance innovation. At the same time, we should adhere to innovative boundaries of urban governance, never go beyond the law, the system, and the technology, and cannot damage the legitimate rights and interests of the public.
