抗战胜利后国民政府接收伪北平邮政工作评析

抗战胜利后,国民政府对伪北平邮政管理局进行了接收。在正式接收之前,交通部邮政总局制定了四项法令,并在北平成立了特派员办公处,以指导接收工作的开展与各项业务的恢复。与此同时,接收委员李质君也积极与各方洽商,做了大量准备工作。1945年10月11日与10月22日,伪华北邮政总局与伪北平邮政管理局先后被顺利接收。前期细致的准备工作与邮政自身完善的制度确保了接收工作的顺利进行,特别是对管理局的接收。但因为内地局所被国共分别接收,所以北平邮区一直没有恢复到战前的规模,网点与邮路变迁频繁,由此反映出稳定的社会环境对于开展社会建设的重要性。

After the Anti-Japanese War, the Puppet Peiping Postal Office was taken over by National Government. Before the formal takeover, the General Postal Office had enacted four ordinances, and established the Special Commissioner Office to guide the development of the work and the recovery of the business. At the same time, Li Zhijun negotiated with all parties and carried out a lot of preparatory work. On October 11 and October 22, 1945, the Puppet Huabei General Postal Office and the Puppet Beiping Postal Office were taken over. Effective work and sound system ensured the smooth progress of the work, especially the work of the governing body. As the mainland postal office were taken over by the CPC and the KMT, the postal district had not returned to the scale of the pre-war, and the postal network and route had changed frequently. It reflected the importance of a stable social environment for social construction.
