我们所面临的社会，在转型幅度、运行速度和全球化程度诸方面都今非昔比，而正由于此，危机便显得更加频繁、更加肆虐、更加迅急，致使我们已经习惯了的传统的反馈控制管理方式总是“慢半拍”。而就在这“慢半拍”所形成的时间滞差中，风险则变得更加难以控制。因此，反思以反馈控制为主的传统管理方式，对现代公共危机管理体制和运行机制进行以前馈控制为内容的改革和创新，就成为必然选择。

Lag and Feed-Forward Control in Risk Society——Innovation of Public Crisis Management Based on Control

The modem society we are confronted is characterized by high risks and is definitely not what it was in the aspects of transformation range, running speed and globalization degree, etc, and consequently the risks are more frequent, severe and rapid than before. Since, the traditional style of management that we have been accustomed to is based on feedback control, during the lag time, the crises become much more difficult to control. Therefore, it is necessary to reflect the traditional style of management and make innovation in the administrative and operational mechanism of public crisis, and base it on of feed-forward control.
