政府绩效的第三方评估主体及其效应

第三方评估已成为我国政府绩效评估的主要形式。利用利益相关者理论中的“米切尔评分法”．对我国政府改革实践中已有的专家学者、专业公司、评议代表以及普通民众四种“第三方”主体进行利益相关性分析表明：专家学者“影响力”强，但“合法性”、“紧迫性”弱；专业公司“影响力”一般，“合法性”、“紧迫性”都弱；评议代表“合法性”强，“影响力”、“紧迫性”一般；普通民众“合法性”一般，“影响力”、“紧迫性”都弱。优化“第三方”主体应提高专家学者和专业公司的“合法性”、“紧迫性”．提高评议代表及普通民众的“影响力”。

The Subject of Third Party Evaluation in Government Performance and Its Eeffect

Third party evaluation has become the main form of government performance evaluation in China.This paper utilizes Mitchell Score-Based Approach of Stakeholder Theory to analyse interest-relatedness of 4 kinds of subjects of evaluation in practice,they are experts and scholars,specialized companies,representatives of appraisal and common people.The finding is as follows: experts and scholars possess high power but low legitimacy and urgency;specialized companies possess general power,low legitimacy and urgency,representatives of appraisal possess high legitimacy,general power and urgency,common people possess general legitimacy,low power and urgency.Based on the analysis,the present author puts forward optimization of third party,which is raising legitimacy and urgency of experts and scholars and specialized companies and power of representatives of appraisal and common people.
