社会主义行政文化的反思与建构

行政文化作为行政体系的深层结构,重在培育和建设,现从三个方面加以论述,首先,行政文化作为一种特殊的文化,有特殊的功能;其次,由于受社会经济、政治的影响,行政体制、行政实践的制约,我国社会主义行政文化建构过程中遇到很多阻碍,面临很多挑战,值得我们反思;再次"三个代表"思想的提出为新形势下社会主义行政文化的建构提供了新的依据,明确了服务于民的宗旨。

A Review and Construction of Socialist Administrative Culture

As a deep structure of the administrative system, administrative culture requires its cultivation and construction. The article expounds on the issue in the following aspects. First, administrative culture has its peculiar functions. Second, the construction of China's socialist administrative culture, which has been influenced by the socioeconomic and political conditions and restricted by the administrative system and practice, has encountered many obstacles to progress and faced many challenges. Therefore, the process needs reviewing. Third, the important thought of "Three Represents" provides us with a new theoretical foundation for the construction of socialist administrative culture under new historical conditions, and makes it clear that our aim is to serve the people.
