一个公正的、法治的社会,应该对所有公民的基本人权予以普遍的尊重和保障,这更为突出地体现在对弱势群体所提供的制度保障方面,它是社会稳定的前提。从个人功利及社会文明发展的角度看,需要健全的社会保障机制给弱势群体以安全感。各民族文化中都蕴涵着人道的情怀,正是这种情怀使人类几千年来虽灾祸不断,但仍繁衍至今,生生不息。事实上,对弱势群体的保护不需要理由,因为它本身就是人类终极性目的。

In a society under law and fairness,all civics' basic human right should be respected and guaranteed.This prominently embodied in the protecting system to the vulnerable groups in the society.It is also the pre-requisite for the stabilization of the whole society.From aspects of personal achievement and social development,the social guarantee system needs to be sane so that to ensure that people would feel safe living in such a society.There is humanism in every nationality and it is this humanism that keeps a nation go on and on though there were disasters in their history of thousands of years.In fact,it needs no reason to protect the vulnerable groups because it is the ultimate goal of humanm beings.
