有效政府建设:基于公共预算的分析

有效政府是现代政府的重要内容,更是当前中国政府改革的内在要求.从政治系统论来看,技术上满意的工具性标准和政治上满意的规范性标准是衡量一个政府是否有效的双重标准.依此而言,中国政府的有效性内涵已由过去过多地关注规范性标准转向当前的工具性标准,也就是如何在合理的社会输入的基础上扩大政府的公共产品输出,以更好地满足民众需求来提升政府的有效性,这就离不开现代公共预算制度的建立与完善.它对促进从“税收国家”到“预算国家”的转变,对建设一个透明的、受监督的、负责任的有效性政府都具有极其重要的作用.
