希伯伦H2区巴勒斯坦人状况之考察

巴勒斯坦西部城市希伯伦是犹太教和伊斯兰教共奉的圣地,也是近百年来犹太人和巴勒斯坦人冲突和争抢的重地。1991年中东和平进程开启后,历经数轮谈判,以色列和巴勒斯坦民族权力机构最终在1997年签署了《希伯伦协议》,据此希伯伦城被割裂为巴方控制的H1区和以方控制的H2区。作为唯一城区内存在犹太定居点的希伯伦H2区则成了巴以冲突的缩影。H2区的巴勒斯坦人不得不忍受来自犹太定居者、以色列警察和军队的多重压力,特别是在第二次巴勒斯坦大起义期间,H2区的巴勒斯坦人受到了更为猛烈的攻击。在巴以全面和解还遥遥无期的情况下,以色列如何以积极的姿态去改善希伯伦H2区巴勒斯坦人的生存状况,以改善其国家形象,引人深思。

Observations of the Current Conditions of Palestinians in Hebron H2 Sector

Hebron is a collective holy city of Judaism and Islam. Unfortunately, Jews and Arab Palestinians have conflicted in this city since the rise of Zionism. After the opening of the Middle East peace process in 1991 and several rounds of negotiations, Israel and the Palestinian National Authority (PA) signed Hebron Agreement in 1997 finally. According to 1997 Agreement, Hebron, the Palestinian city, is divided into two parts, one is H1 controlled by PA, and the other is H2 controlled by Israel. As the only Palestinian city in which there are Jewish settlements, Hebron especially H2 Sector has been an epitome of Israel-Palestine conflict. Palestinians in H2 Sector have suffered too much from the neighbor settlers, Israeli police and the army. During the Second Intifada (Palestinian rising), Palestinians in H2 Sector were under more fierce attack. Even if only for the national image, Israel should change its policy and initiatives in H2 Sector.
