| 摘 要： | 毒品问题是世界各国所共同面临的一个严重的社会问题。本文从人权角度出发就毒品犯罪政策中的一个关键性的问题,即吸毒行为及其伴随的有关行为的犯罪化与人权的关系(行为的犯罪化与非犯罪化问题)进行探讨。
