| 摘 要： | 1965年生效的关于噌加联合国以安理会为主的主要机构成员的宪章修正案，是联合国宪章的首次修正，也是迄今为止安理会唯一一次成功的扩大，对安理会内部的权力均衡和运作机制产生了深远影响。同时，也为今天安理会的改革，如相关利益方有效的政策整合、广泛共识的达成、循序渐进的原则、大国应勇于承担国际责任以及对有利时机的把握等，提供了成功的经验。

| Abstract: | The UN Charter amendment that came into force in 1965 concerning the Security Council ex- pansion is the first amendment to the UN Charter; it announced the only successful Security Council expansion to date. Its approval has a far-reaching influence on the Council＇s internal balance of power and operation. Meanwhile, it provides a successful experience to draw on for today＇s reforms, such as in effective policy integration of stakeholders, building of broad consensus, step-by-step approach, international responsibility shouldered by great powers, etc. |
