| 摘 要： | 东盟地区治理强调参与、伙伴、磋商与共识,在很大程度上体现着与该区域“软”地区一体化相吻合的趋势。自金融危机以来,东南亚经历了深刻的制度变迁,建立在各国和谐共生基础上的软治理模式正在成为地区合作的新动力。东盟日益成为一个具有“内生特质的、多功能的次地区综合安全共同体”,并逐渐深化对安全领域的共同诉求。这种诉求的内在动力,是在国际制度层面寻求构建东南亚自身的制度框架。

Study on the Correlation of ASEAN's Regional Governance and Institution Construction during the Period of Transition |

| Abstract: | ASEAN's regional governance lays emphasis on participation,partnership,consultation and consensus which,to a great extent,is in concert with the trend of soft regional integration.Since the financial crisis in 1997,Southeast Asia has witnessed profound institutional transition.The soft governance pattern which is based on harmony and co-existence has been the new catalyst of regional cooperation.ASEAN has increasingly become a subregional,multifunctional comprehensive security community with inherent characteristic,and is deepening their concerted demand for regional security.The internal dynamics of such demand lies in the seeking for institutional framework of ASEAN on the international regime level. |
