| 摘 要： | 问责权是一个国家权力系统中的总枢纽，如果它能够在法治化的轨道上获得有效建设，整个国家权力系统都能在它的催化下实现法治化。以法治主义为参照系，对当代中国问责权建设的几个基本问题展开探讨具有重要意义。
