| 摘 要： | 近期国务院实行了大部制改革,成立了大交通部。在大交通部的背景下,行政权的运行机制应当创新,其路径是通过决策、执行和监督的适当分离,推进交通综合执法。在此基础上推进大部制下的综合决策,完善相关的制度建设,修订冲突的法律法规,是保障行政权运行顺畅的根本途径。
