| 摘 要： | ＂创新驱动,转型发展＂已成为上海＂十二五＂战略抉择,这就要求上海构筑现代产业体系,必须从结构、组织、业态三位一体的视角研究产业发展规律,形成政府提供有效服务的方式与路径。同时,以服务经济为主的双轮驱动,战略性新兴产业发展的双覆盖,总部经济运行的双重行为,体制机制变革中的双向深化,都体现了上海现代产业体系发展的基本特征,理应成为政府产业政策调节的客观依据。
