关于政府与高等学校关系的思考——以史为鉴,我国处理政府与高等学校关系应该注意的四个问题

从京师大学堂的创立开始,分清朝末期、民国和解放后三个时期大致考察了我国政府与高等学校之间的关系,从高等教育自身发展、高等教育管理体制、高校办学自主权和民办高等教育等四个角度,针对我国高等教育发展中存在的片面认识,指出我国在处理政府与高等学校关系上应该注意克服政府恐惧症、制度依赖症和自主权适应性紊乱以及忽视民办高等教育等几个方面的问题.

This paper investigates approximately the relationship between the institutes and government of our country from the beginning of JING SHI DA XUE TANG,during the three periods of the later Ting dynasty,the Republic of china and after liberation.From 4 aspects of the higher educational self-development, the higher educational administrative system,the higher educational running autonomy and the private higher education,and the existing one-side vision of development of higher education of our country this paper analyses several problems that should be overcome such as the fear of government,the dependence on system,the disorder of adapting autonomy and the neglect to private higher education on dealing with the relationship between the institutes and government.
