论WTO决策程序的现状与改革

晚近,随着WTO两次部长会议的失败,其决策程序受到越来越多的批评与抨击,改革的呼声也日益高涨。WTO决策程序可分为正式与非正式两种:前者包括协商一致与投票表决;后者是指“绿屋会议”模式。WTO决策程序目前存在透明度不足、对发展中成员开放度不够、效率比较低下等弊端,需要进行相应的改革。

On the Current Situation and Reform of WTO Decision-making Process

Recently,due to the failure of WTO Ministerial Conferences on two occasions, WTO decision-making process has become the target of more and more criticism and reproach and the voice for reform has also been growing. WTO decision-making process can be divided into formal and informal process: the former includes consensus and voting; the latter refers to “greenroom meeting” process. The shortcomings of WTO decision-making process include lack of transparency, limited access for developing members and low efficiency. As a result, relevant reforms are required.
