| Abstract: | The Building-up of the Party's governing capacity is the request of the times as well as the request of people. It concerns the flourishing and decaying of the cause of socialism, and it also an important strategic issue for the country's long stability. The Fourth Plenary Session of the 16th Central Committee of the Party puts forward the Building-up of the party's governing capacity to the routine, which grasps the fundamental of governing the country. It has great realistic importance and long strategic importance. |
