政府:公共的就是公正的

社会公正是人类政治社会的永恒追求，公共行政担负着促进社会公正实现的使命，然而，公共行政如何才是公正的，却存在着理论上的认识误区和实践上的诸多困难。但追求公正，通过公正地行政促使广泛的社会公正的实现，又是政府无法推卸的责任。公共行政必须在社会发展中寻求公正。但是片面的经济发展不仅不能带来公正，反而会造成人。与人之间的剥削和奴役关系的恶化，这就需要由政府来确立“人的全面发展”的目标在社会发展目标体系中的核心地位，以求在对人的全面发展的追求中实现社会整体的全面发展。而且，在这一追求中，公正的公共行政促使社会公正的实现。

Government:Public Means Justice

Justice has been a kind of perpetual pursuit in human political society.The public administration undertakes the mission of promoting the realization of social justice. However, there exist difficulfies in theory and in practice on the question how the public administration can act with Justice.In the meanwhile, it is precisely the government's duty to acr with justice so that justice is pmed and realized .The public administration has to seek justice in social development, wlich is of paramount importance. Economic development itself cannot bring about justice; lather it will only make even worse the expeoitation of man by man and the oppression of man by man. Therefore it is necessary for the government to establish the goal of the all - round development of man in the cental pentral of the whole social development system so that the all - round de- velopment of the whole society can be attained in the pursuit of the all - round development of man.
