| 摘 要： | 随着我国计划生育政策的继续实施及人口结构的转变，稳定现行的低生育水平成为计划生育工作的主要任务；农村社会保障制度的严重缺失成为构建和谐社会的一大障碍。建立农村计划生育养老保障成为“燃眉之急”。本文在相关分析的基础上，提出建立我国农村计划生育养老保障体系。指出构建思路和大致框架，以期为实践工作者提供参考建议。
