| 摘 要： | 人力资源是使一国 (地区 )经济在当今世界赢得竞争胜利的最重要资源。加快我国西部地区大开发 ,一定要有众多的国内外优秀人才的参与和支持。但是 ,西部地区面临着非常严峻的人才竞争环境 ,必须采取特殊措施 ,制定更加灵活、有效的人力资源发展战略。
