| 摘 要： | 风险社会中存在着“有组织的不负责任”问题，事实上问题背后潜藏着颇为严重的非正义，从风险责任在国际间、国家内部及代际之间的分配即可表现出来。有必要把正义视作风险责任承担的价值诉求与制度理想。
