论21世纪中国城市化发展的战略基点

由于国际环境的发展变化和中国的具体国情,21世纪中国城市化的加速发展进程将是一个极具特色的巨大系统工程。它的内容极其丰富,需要研究的问题很多。以科学发展观作指导,从全局发展的战略视角来考察,至少有三个战略基点需要深入研究和实践。一、中国城市化的发展速度,既是加速度,又应是"均衡城市化"的速度,所谓"均衡城市化"的速度,即国民经济发展目标要求的通过城市化供给与需求相均衡,而实现的城市边际聚集效益等于边际聚集成本动态均衡的城市化速率;二、中国城市化的根本动力,是新型工业化下产业结构演进所引致的市场需求;三、中国城市化加速发展的空间布局是城市区域化和区域(城乡)城市化。城市的区域化是中国城市化宏观布局的新发展,区域城市化是微观方面的每个城市空间结构的发展变化,即城郊结合型的城乡统筹发展。

On the Foundations of Chinese Urbanization Strategy In the 21st Century

An acceleration of urbanization will be a distinguishing Systematic Work in China in the 21st century, under the international environment and domestic conditions. It involves many details and problems which need study. With scientific notion of development, we observe it in an overall light, and find there are at least three basic considerations which require a thorough investigation and some practice. Firstly, the speed of the urbanization in China should be considered. We need to keep an even or smooth pace, which can be called a "balanced urbanization", which means maintaining aggregate equilibrium while achieving our urbanization targets, and weighting the marginal benefit with the marginal cost of assembling. Secondly, the engine of Chinese urbanization is the growing market demand caused by the structural changes under the new industrialization. And thirdly, the space arrangement of urbanization should reflect both regionalization of the cities and urbanization of rural areas. The former will be the new pattern of Chinese urbanization; and the later will be space re-arrangement within every city. This is a kind of combined development of both urban and rural areas.
