| 摘 要： | 在信息技术革命中 ,由于时代变迁所造成的全球权力和财富的重新分配既不均衡也不平等。在信息时代 ,本来在工业化过程中就倍受发达国家盘剥的发展中国家面临着被挂上“信息弱国”和“知识贫国”的标签。为此着重分析了发展中国家在信息技术革命中具体在哪些方面处于劣势 ,造成这种形势的时代原因何在 ,在此基础上提出了发展中国家如何应对的建议

| Abstract: | The information technology revolution has contributed to the reallocation of global power and wealth, which is neither balanced nor equal. In the information era, developing countries already seriously exploited during the industrialization process are now being labeled as "weak information technologically" and "lacking knowledge". A close study is made of in what aspects developing countries are underprivileged concerning information technology and why. Then corresponding strategies are proposed. |
