发展问题与哲学姿态

发展问题是由发展本身所引出的需要后续发展花大气力来治理的问题。这是一种自反性的问题。这种问题的出现表明,现有的发展模式和观念存在着严重的缺陷,已经把人类带入了"风险时代"。为了抵御和克制这种与行动者的行动具有自我相关性的、由"文明所强加的"的风险,走出"囚徒困境",人类再也不能在发展问题上掷色子,而必须超越一般性的理论思考,通过对现实具体问题的深入解剖来求得对发展的根本病症的诊治,建立能够与实际行动相契合的整治措施。对此,哲学应该为发展导航。因为通过哲学的反思不仅可以建立一种具有全面发展眼光和视野的一般意义的发展学,而且能够在理念上首先缔造一种扬弃简单增长与进步的旧发展观和片面强调人类可持续的"新"发展观的更高的"深发展观"。当代中国的发展问题无论在深刻性上还是在治理难度上都史无前例。这就更需要我们在发展战略上作出长远和审慎的思考与筹划,努力成为"深发展观"对话的参与者和发展伦理的倡导者与实践者,并逐步使之上升为普遍的理念和行动准则。
