跨界治理:中国社会公共治理的战略选择

跨界治理是当今经济全球化、产业融合化、组织变革化而引发的一种全新治理思维和战略选择,主要包括跨边界(地理)治理、跨部门治理和跨公私合作伙伴治理。跨边界治理重在解决城市区域发展中的地理分割、画地为牢的问题,关键在于构建与区域经济跨界发展相适应的区域政治制度和跨地域协调管理机制;跨部门治理重在解决政出多门、多头管理、分段管理的问题,需要围绕某些重大公共事项或事件,加强相关职能部门之间正式或非正式的跨部门协作,通过协同政府或整体政府的思路处理好公共事务的链条式管理;跨公私合作伙伴治理重在解决公共服务短缺化、低效化等问题,从不同公共服务的类型和特征出发,适度选择竞争机制,建立健全政府购买服务的公共服务供给机制,满足多元化、多层次的社会服务需求。当前,中国的改革已经进入深水区,通过跨界治理体系的构建,强化政府体制的协同性运作及其与社会系统的网络化协作,以促进中国经济与社会协调发展。
