论西部大开发中的人力资本投资战略

在我国西部大开发的宏伟工程中，知识资源已成为最稀缺的战略资源。人才是知识、信息和技术的载体，只有以人为本，紧紧抓住人才这一关键环节，加大西部地区人力资本投资力度，才能从根本上促进西部地区经济的腾飞。本文从人力资本的基本内涵出发，分析了西部地区人力资本的状况，提出了加强教育、促进人才流动等人力资本积累手段。

Strategy on Human Capital Investment in the Development of Western China

At the beginning of the 21th century, knowledge is becoming the most important strategic resource in the development of western China. People of talents are carriers of knowledge, information and technology, and the take-off of western economy depends on the reinforcement of investment on human capitals. This article starts from the roles of human capital in economic development, then analyses the conditions of human capitals in western China, finally putts forward the means of human capital accumulation by means of strengthening education, promoting free movement of people and investing on health, etc.
