行政学视野下乡镇债务问题的根源探析

近年来，乡镇债务呈现出不断新增且加速的态势，对农村基层政权建设产生了严重的负面影响，因此探析其产生的根源是研究化解对策的重要前提。由于乡镇债务是我国社会经济转型期产生的一种特殊现象，其形成的原因是多方面的，也远非某一学科所能剖析完全，因此选取行政学的研究视角为切入点，将乡镇债务的产生机理与现实体制联系起来考量，有利于跳出财政收支视野，探究乡镇债务产生的体制成因，从而寻求更为广阔的解决之道。
