| 摘 要： | 城市化进程产生了丧失基本生产资料的失地农民,城乡二元结构体制下的“二元用工制度”和现实存在的“城市二元社会”使失地农民失业并且缺乏基本的就业保障。当前,失业失地农民市民化存在着制度障碍。解决这一问题的关键,在于为失业失地农民市民化提供城乡一体化的就业保障和相应的法律制度。
