天津滨海新区：发挥综合配套改革试验区的先导作用

创设综合配套改革试验区是新时期国家深化社会主义市场经济体制改革的重要举措。综合配套改革对于天津滨海新区而言是难得的历史机遇,其基本思路应服务服从于主导功能建设,主要立足于现代制造业、航运物流业的发展。但需要指出的是,滨海新区的改革发展并不能够自发实现,也不是一蹴而就的。必须保持谨慎乐观的态度,脚踏实地地通过深化改革、创新体制机制,在科学论证的基础上稳步推进。
