| 摘 要： | 我国人口众多,需水量大,在淡水资源有限的情况下,节约用水、科学用水成为至关重要的理念。建设节水型社会是解决我国水资源短缺问题的根本出路,应建立以水权、水市场理论为基础的水资源管理体制。以法律经济学的视角分析和制定制度并构建节水机制,进而达到全社会形成节水理念的目的。

| Abstract: | China's large population and water demand,in the case of limited freshwater resources,water conservation,water science become crucial concept.The construction of a water-saving society is the fundamental way to solve the problem of water shortage in China,and water resources management system should be established based on water right,water market theory.Water-saving mechanism should be built to achieve the purpose of the whole society to form a water-saving concept in law and economics perspective. |
