| 摘 要： | 行政改革的评估体系是对改革成效的测量。由于行政改革有着多重目标 ,其过程相当复杂 ,以及对评估不能完全采用定量测量等原因 ,因此需要从多层次构建评估体系。根据中国行政管理运行的特点 ,在制度和管理两个层次上确立具体的评估标准。

| Abstract: | The evaluation system of administration reform used to check the effects of reform.The construction of a multi-level evaluation system is necessary owing to the versatile targets and the extreme complicated process of administration reform,as well as the non-complete adoption of quantitative measure in evaluation.Public administration typical of China requires the establishment of an evaluation system based on the institutional and administrative levels. |
