环境规制对生态韧性的影响

在国家高度重视生态文明与绿色发展的背景下，环境规制是否影响以及如何影响生态的韧性更加值得探讨。基于“本地—邻地”效应的视角，以中国大陆30个省（市、区）为研究样本，运用空间计量模型实证分析了2007—2019年环境规制对生态韧性的影响及其空间异质性，并检验了技术创新的中介效应。结果表明:（1）环境规制能有效提升本地生态韧性，相较于非正式环境规制，正式环境规制作用力度更为强烈；环境规制对本地生态韧性的影响存在空间异质性，即东、中部地区具有促进作用，西部地区具有显著的阻碍作用。（2）技术创新在环境规制影响生态韧性过程中发挥着中介效应，且在正式环境规制中更为强烈。（3）环境规制对邻地生态韧性具有正向空间溢出效应，相较于正式环境规制，非正式环境规制作用力度更为强烈。上述研究结论为如何利用环境规制提升中国生态韧性提供了决策参考。

Impact of Environmental Regulation on Ecological Resilience

Under the background that the country attaches great importance to ecological civilization and green development, whether and how environmental regulation affects ecological resilience is worthy of more discussion. Based on the perspective of “local-neighborhood” effect, In this paper, 30 provinces, municipalities and autonomous regions in mainland China were taken as research samples, and the spatial econometric model was used to empirically analyze the impact of environmental regulation on ecological resilience and its spatial heterogeneity from 2007 to 2019, and the mediating effect of technological innovation was examined. The results are as follows. （1） Environmental regulation effectively improved local ecological resilience, and the effect of formal environmental regulation was stronger than that of informal environmental regulation. There was spatial heterogeneity in the impact of environmental regulation on local ecological resilience, that is, the eastern and central regions had a promoting effect, and the western region a significant hindering effect.（2） Technological innovation played a mediating effect in the impact of environmental regulation on ecological resilience, and it was stronger in formal environmental regulation.（3） Environmental regulation had a positive spatial spillover effect on adjacent ecological resilience, and the effect of informal environmental regulation was stronger than that of formal environmental regulation. These results provide reference for the decision-making about how to use environmental regulation to improve China’s ecological resilience.
