Abstracts: The higher education institution is a kind of organization in which cooperative activities play a leading role. So collaborative governance is needed. In the cooperative governance of colleges and universities, attention should be paid to goal-orientation, co-creation, interests, and institutional guarantee. As for goal-orientation, the special importance and difficulty of establishing the goals of colleges and universities should be recognized, and governance is carried out closely centering around the goals. As for co-creation, a scientific decision support system should be established, and faculty and students should be encouraged to participate in creating and forming a good atmosphere. Focusing on interests, close attention should be paid to the implementation of institutions and strengthen the construction of institutional culture.
