基于态势分析法探讨福建省杂交稻种业的发展对策

运用SW OT分析法对福建省杂交水稻种子产业进行态势分析,系统阐明福建省发展杂交水稻种子产业具备的优势和存在的问题,面临的机遇及应对的挑战,并进一步提出新形势下福建省杂交水稻种子产业发展的对策建议:(1)着重发展杂交水稻制种产业;(2)重视种子法制建设;(3)加快种子管理体制改革;(4)加强种子质量管理体系建设;(5)实行积极的产业发展政策;(6)重视种子的科研育种工作;(7)发挥种子协会作用,加强行业自律;(8)努力拓宽杂交水稻种子国际市场;(9)协助组建国际型种业集团。

Discussion of the development tactic of Fujian Provincal hybrid rice seed industry based on SWOT method

This paper utilizes SWOT method to analyze the seed industry of hybrid rice in Fujan Province,illustrates its predominance,problems,chances and challenges and brings forward the ways to further develop this industry in new situations:(1) emphasis of development of hybrid rice seed multiplying industry;(2)pay more attention to the construction of the seed law system;(3)accelerate the reform of seed administrative system,(4)strengthen the construction of seed quality system;(5)enforce the active policy of enterprise development;(6)pay more attention to the research of seed breeding;(7)give full play to the role of seed association and strengthen the self-discipline of seed enterprises;(8)enlarge the international market of hybrid rice seed actively;(9)assist to establish international seed group company.
