| 摘 要： | 新形势下兵团履行党和国家赋予的屯垦戍边职责,发挥好三大作用,必然要以经济规模和经济的可持续发展为支撑。兵团现有的以农业为主经济发展模式,特别是以水土资源开发为主的外延扩大再生产发展方式无法实现上述目标。要实现历史性的转变,必须依靠新疆的独特资源优势实施资源转换战略。该文通过对兵团的农业资源转换和矿产资源转换的现状进行定量分析,对兵团资源转换的困境进行探索,认为兵团通过推进体制改革,加快兵团经济结构调整;加大科技投入力度、提高劳动者素质;加快管理创新,优化政企关系;探索各种经济的有效实现形式,可以为兵团实施资源转换战略打下基础。
