公共服务社会化—中国行政改革的必由之路

20世纪70年代,西方一些国家兴起行政改革浪潮,公共服务社会化是其中一个重要内容.公共服务社会化实质是政府收缩公共服务范围,将原来由政府承担的一些公共服务职能大量的转移给非政府公共组织和私人部门.借鉴西方国家成功的改革经验,我国推进公共服务社会化是行政改革的必由之路.

Socialization of Public Service: The Only Way to China's Administrative Reform

In the 1970' s, in some of Western countires there was the wave of administrative reform. The socialization of public service was an important part of this reform. In essence, the socialization of public service means diminishing the functions of government in public service and transferring some of its functions to non - government organiztions and private sectors. We must, drawing on the experience of Western countries, push forward our country' s socialization of public service. This is the only road to the administrative reform in our country.
