中国网络民主发展的范式分析

网络投票、网络竞选是西方国家网络民主发展的范式特征,当前,中国网络民主呈现出与其不同的范式.在功能上,中国网络民主更凸显强烈的民意表达功能;在作用上,起到维护权利和进行社会监督的重要作用;在态势上,呈现"官民"良性互动的发展趋势;在形式上,民主参与以讨论和提供建议为主,以协商民主为主要形式;在发展水平上,网络民主的发展依然处于初步阶段,面临着数字鸿沟、分散化与失序化以及非理性化与娱乐化等诸多条件的制约.

Analysis on the Development Mode of the Cyber Democracy in China

Network voting and network election are the characteristics of the cyber democratic development mode in western countries. At present, the mode of Chinese cyber democracy is different from that of western country. The Chinese cyber democracy shows better function of expressing public opinion; it maintains the rights and performs an important function of social supervision; it shows the development trend of the interaction between the people and government; its forms of democratic participation mainly are discussion and suggestion, and its main form is consultative democracy; it still exists in the primary stage of the development of cyber democracy, and it is restricted by the problems of digital gap, decentralization, irrationalism and amusement.
