摘    要:我国人力资源相当丰富,但总体质量不高;人力资源分布极不平衡,人才总量相对不足,而且人才流失现象比较严重,社会经济的可持续发展受到严重制约。要把人力资源的潜在优势变为现实优势,就必须跳出人力资源开发管理的误区,坚持以教育创新为基础和以人为本的原则,提高人力资源的利用率,从我国人力资源现状和国情出发,科学合理地开发和管理人力资源。

Abstract:China has rich human resources,but the quality is low in taltality.And the distribution is extremlly unbalanced and the tatal amount is relatively diffcient.Especially the outflow of tallents is quite serious.The continuous development of social economy is seriously trstrited.Truning the potential advantage of human resources into the practical advantage,we must step out from the wrong area of developing and managing manpower.And the educational innovations and principle of manpower must be based on.The utilization rate of talents should be increased.We must develop and manage human resources both scientifically and reasonabally according to the present situation of human resources and our country.
