评析卢武铉“和平繁荣政策”下南北关系的发展

韩国卢武铉政府执政后,出台了新的对朝政策即“和平繁荣政策”。3年来,“和平繁荣政策”的实施切实地推动了南北关系的发展,使南北交流与合作取得了实质性进展。但由于双方根深蒂固的互不信任以及地缘政治环境所带来的外部因素的影响与制约,南北关系发展也充满了曲折和挑战。展望未来,“和平繁荣政策”所倡导的对话、合作、共同繁荣仍是南北关系发展的主流。

Roh Mu-Hyun's "Policy of Peace and Prosperity" vs the Development of Inter-Korean Relations

After Roh Mu-hyun takes office in the ROK,he adopts the new "policy of peace and prosperity".In the last three years,the implementation of the policy helps to promote the development of inter-Korean relations,and makes remarkable progress in the exchange and cooperation between North and South Koreas.But due to both sides' deep-rooted mistrust and the effect and limitation from the outside factors in a geopolitical environment,their relationship faces challenges as well as twists and turns.However,dialogue,cooperation and co-prosperity advocated by the "policy of peace and prosperity" will be the mainstream of inter-Korean relations in the days to come.
