论民意表达的三个维度

现代多元社会,民意呈现出明显的多元化倾向,并随着我国民主政治发展的具体实践进程而展开和升温;我国民意表达的自由度和广度也大大提升和拓展。但民意表达仍然存在道路不畅、表达分散和无序化、表达机制不完善等问题,民意失真、失效和失范的现象还比较普遍。应通过对民意的社会化、组织化和制度化引导和规范完善,建立和健全有效、有力和有序的民意表达体系。

On Three Dimensions for the Expression of Public Opinion

Public opinion,in modern pluralistic society,shows a pluralistic tendency in its expression,and this pluralistic tendency develops and attracts more attention with the specific practical process of the development of our democracy;at the same time,the degree of freedom and coverage of public opinion also gets dramatically promoted and enlarged in terms of its expression.However,this is not free from problems,including blockage of expression,channel unfocusedness and disorderedness of expression,and imperfection of expression mechanism,which result in distortion,ineffectiveness,even unstandardness of expression.In this case,it is imperative to establish and perfect an effective,forceful and orderly expression system for public opinion by means of guiding and regulating the expression of public opinion in terms of its socialization,organization and systemization.
