| 摘 要： | 我们党和国家在正确分析新时期社会治安出现的新情况新问题的基础上,适应现代化建设的客观要求作出了社会治安综合治理的重大治安决策。综合治理方针提出后不断丰富、完善和发展,尤其现阶段,在综合治理的总体框架之下,我们的社会治安管理和社会治安控制逐步走上科学化、现代化的道路。
