| 摘 要： | 指明了创新型国家的三个基本定性特征：创新意识成为民族文化的基本成分，形成国家创新意志，国家体制能够自动促进创新；接着从国情、历史、文化和全球化趋势多方面考察了中国建设创新型国家的必要性和可能性；最后论证了创新型国家是他组织与自组织的有机统一，应防止他组织垄断创新。

| Abstract: | This paper has discussed the three basic features of an innovation-originated nation: the innovation awareness become basic composition of national culture,to form the innovation willpower of nation,and the state system promoted innovation automatically;then inspected the necessity and possibility of building an innovation-originated nation according to the national conditions,hisotry,culture and the trends of globalization;finally pointed out that the innovation-originated nation is an organic unity of the self-organization and hetero-organization to avoid that the hetero-organization monopolizes the innovation. |
