上海"十一五"期间人口发展趋势与人口管理制度创新

通过回顾“十五”期间的上海人口发展情况,结合人口规律和“十一五”期间上海的经济发展目标可以知道:2010年,将上海人口总量控制在1900万左右,并且实现人口密度的合理分布十分必要。要实现这一目标,政府应建立统一的人口信息管理机构,以人为本,以居住为基础,提供畅通、安全、可靠的人口信息登录平台,实现人口管理制度上的创新。

The Trend of Shanghai Population Development during "The Ten Tenth Five-Year Plan" and the Renovation of Population Administration Policy

Base on the reviewing of the population development trend over 2000-2005 of Shanghai, this article analyzes the controlling over population amount from the aspects of the population development rule, the distribution and the economic development object of 2010 as well, and drew the conclusion that the population should be around 19 million. It's necessary for the impovement of the population age structure of Shanghai, the increase of population energy and also the realization of Shanghai economic object of 2010. Meanwhile, it's possible from the view of the optimized distribution of population density. However, considering the hold of the World Expo in Shanghai in 2010, the amount has great chance to increase over 19 million. Against the difficulties during the controlling of Shanghai population, this article raised the consideration and suggestion of the renovation of population administration system. The government should set up a bureau to administrate the population information centrally. And the bureau should provide the access of smooth, safe, secret and reliable population information. The information should base on the habitation of citizens. And people are supposed to offer the information according to their will, and accept corresponding services and enjoy their rights at the same time.
