| 摘 要： | 在振兴东北老工业基地的一系列活动中,备受各界关注的核心问题就是国有企业转制后国企职工和农业人口失业再就业的问题.吉林省是在特定历史条件下在我国首先发展起来的工矿基地和重要农作物区.发展民营经济,以创业促就业是解决大量失业人员和农村富余劳动力再就业的主要方向之一.笔者着重分析了吉林省中小民营企业的创业现状,并进一步探析了影响和阻碍中小民营企业创业的诸多因素.在此基础上, 提出了如何优化中小民营企业的创业环境,提升民营经济发展质量的相关区域调控措施.

| Abstract: | In the course of invigorating the Northeast industrial bases,the kernal issue the laid-off workers and unemployed farmers.As far as Jilin province is concerned,the key to the present problems is to encourage those people to start enterprising by developing private self-employed business.The paper analyses some restricting factors and opimizing measures in this regard. |
