论开发性金融治理模式及其在中国的创新

开发性金融的有效治理是为了在弥补市场失灵的同时克服或避免政府失灵。从20世纪90年代开始,各国开发性金融机构着重建设其治理模式,试图通过建立新的治理模式,改变传统的行政职能部门化的组织结构,在保证开发银行不背离其经营宗旨和原则的条件下,通过一套创新的、完善的内部的或外部的制度或机制来协调开发银行与所有利益相关者之间的利益关系,以保证公司决策的科学化,提高经营效率。本文正是基于这一视角,从开发性金融治理模式的一般分析入手,结合德国与日本开发性金融机构治理实践,提出开发性金融机构的治理模式应是公司治理、金融治理和公共治理三者的有机协调和统一的观点,并以中国国家开发银行的成功实践对这一观点进行了有力证明。

On Development Financial Governance Models and Innovation in China

Effective governance of development finance can make up market failure and overcome or avoid government failure.Since the 1990s,development financial institutions in many countries has focused on constructing new governance models to transform traditional administration-oriented organization structure,innovative and perfect internal or external institutional system and mechanism can harmonize development banks with all interest groups to guarantee scientific firm decision to improve management efficiency on the conditions of adherence to business objectives and principles.On the basis of general development finance governance model analysis,the paper brings forward the viewpoint that the governance model of development financial institutions should harmonize and consolidate corporate governance,financial governance and public governance based on Germany and Japan development financial institutional governance practices.In the end,the successful practice of National Development Bank strongly proves this viewpoint.
