论晚清引进侨资政策的形成及其评估

引进侨资始于晚清时期，经过较长时间的酝酿，１８９５年８月光绪发布上谕正式出台了引进侨资的政策。在嗣后的十余年间，晚清逐步形成了引进侨资的原则、形式、办法及优惠政策等，并取得了一定的成效，但也有缺陷，以至教训。

On the Formation and Its Assessment of the Introduced Overseas Chinese Policy in Late Qing Dynasty

After ferment over a long period of time,the policy of introducing overseas Chinese capital started in late Qing Dynasty. In August,1895 Emporor Guang Xu issued an imperial edict which formally implemented the policy of overseas capital introducing. In the following ten years,gradually formed the principals,forms,measures and preferential policies of overseas Chinese capital introducing. It produced some marked effects,together with defects and lessons.
